14 days after the payment it came from: that's the window in which a refund can still reverse it. After that it's available to withdraw.

Your link carries your code. Someone who signs up through it is tied to you for good, and every payment they make counts. With cookies accepted, your link is remembered for 30 days; they can also type your code at sign-up.
